Oudtshoorn. 22 February 2013. 11h00. So Wessie van der Westhuizen has formally lodged his written submission to the ENS findings with the speaker’s office.

What will the DA do?

The DA?

Yes, the Dee-Ay.

The submission has been sent to Theuns Botha, the DA Western Cape deputy leader and Eden constituency head… And DA leader of government business.

The submission has not (formally) been sent to Anton Bredell, the provincial minister of local government. If Bredell does see the submission, it will probably be as Western Cape party secretary… And he will in any event, more likely than not, do nothing, as a matter of course.

This is a political scheme, my longsuffering readers; it is not an excercise in (elusive) clean government.

If the Eden fiasco was managed as a “government” issue, and not a “political” issue, Botha would not have received a copy of either the ENS report, nor the mayor’s responding submission, before council considered the matter!

But ya’all will recall that O!O reported on February 8 already that the premier’s consultant, Koos Cilliers, had visited Eden with a view, in O!O’s humble opinion (which is seldom, if ever, wrong) of diverting attention away from Van der Westhuizen in order to pave the way for no action against Helen Zille’s ex ID coloured poster boy.

Ag nee wat – moet nou nie met daai attitude opdaag nie: dis nié ‘n “rassistiese” uitspraak nie; kóm nou!

One of my correspondends tweeted yesterday: “People hardly understand what racist means. They just know to shout it aloud when they don’t like something!”

Indeed!

The DA can’t afford to get rid of Wessie van der Westhuizen.

Why not!?

Follow the money.

Allus follow the money.

The ID – remember the ID? That bankrupt party of Patricia de Lille that the DA bought for top voter dollar and received nuttin’ in return but useless candidates?

The ID owes much. And the ID is due to de-register soon. But it can’t dissolve with outstanding debt.

So… To fund the creditor demands every possible senior municipal post in the Western Cape goes to an ID cadre.

Because, O!O has learned, as much as 25% of the earnings of such functionaries are paid to ID coffers.

25%!

Easily. Up to 35% of NPP appointments’ earnings flow back to party coffers.

The ANC, the DA, all political parties have this mechanism. It’s just that the cash-strapped parties charge more.

Think about it… Wessie van der Westhuizen, Charles Sanders, Trevor Botha, Walter Hendricks, Gerhard Ras, to name but a few.

O, Patricia herself!

No, O!O is not saying these are bad functionaries. O!O is just saying, like Oom Schalk Lourens of Herman Charles Bosman fame.

And, O!O’s prediction is that there will be consequences for Eden Speaker Doris Nayler and Eden Municipal Manager Godfrey Louw.

  1. Daar is nou al ‘n paar snaakse afwykings van wat wetlik moet gebeur het. Jy is reg O!O ‘n mens kan nie anders as om te wonder hoekom daar beweging op die politieke sy van die ding is terwyl dit wat volgens wet moet gebeur blykbaar gestol het.

    ‘n Mens wonder ook hoekom Wessie so vinnig was om die Simmers dokumente uit te lek, maar nie die moeite doen om sy repliek openbaar te maak nie. Dit is tog sekerlik die dokument wat sy “onskuld” en die komplot teen hom bewys en oopvlek.

    Ek wonder of Koos se taak nie dalk was om hom te help skryf aan die verduideliking?

    As ‘n mens in ag neem dat Wessie natuurlik ook die DA se eie kode verbreek het, dan mag ‘n mens seker verwag dat Theuns, wie nou bewus is van Wessie se vegrype, onverwyld disiplinere stappe teen hom sal instel.

    Hoe meer ‘n mens na hierdie Wessie ding kyk, hoe interessanter word dit. Volgens die wette en reels wat Pletty aangehaal het is daar verskei optredes wat geneem moet word, die meeste hiervan verlang optrede deur DA ampsbekleers.

    Munisipale wet verlang dat hy disipliner kragtens die Stelselswet aangekla moet word. Dit moet die DA se speaker doen.
    Die kriminele wet vereis dat hy krimineel aangekla moet word onder die wet teen korrupsie. Daardie klag moet gele word deur enige en alle munisipale amptenare en ander regeringsamptenare en raadslede wat bewus is daarvan dat korrupsie gebeur het.
    Die munisipale wet, MFMA, vereis dat die geld wat hy verduister het siviel van hom verhaal moet word, en dit is die verantwoordelikheid van die Munisipalebestuurder.
    Die DA se konstitusie vereis dat hy aangekla word vir die verbreking van hul gedragskode, en dit val natuurlik op die skouers van elke DA lid wat bewus is van wat hy gedoen het, met ‘n sterk onus op die in verskillende leierskap posisies van Wessie se plaaslike tak, die dagbestuur en voorsitters van die twee betrokke kiesafdelings waarby hy betrokke is, die dagbestuur en voorsitter van die DA se Oosstreek, die dagbestuur en voorsitter van die DA se Provinsiale struktuur, die dagbestuur en voorsitter van die DA se Federale struktuur en natuurlik heel bo op die DA krismisboom, die nasionale leier, Wilmot James. Miskien kan O!O ‘n bietjie uitvind wie die leierskap korps is en hulle individueel verwittig van wat aangaan en vra om op te tree.

    En dan laaste, maar nie minste, het die koukusse van Odn en Eden ook ‘n plig om hul eie koukus reels toe te pas waar dit blyk ‘n lid oortree het.

    Ons weet natuurlik dat wanner die geringste geleentheid hom voordoen en die wil daar is die DA kragdadig, vinnig en ongenaakbaar in hul optrede teen lede kan wees.

    Is die wil daar of ontbreek dit in hierdie geval?
