On May 22 last year Duarte berated the Oudtshoorn ANC for factionalism and no sign of a strategy for service delivery.
This Monday last Duarte summoned the ANC Provincial Working Committee; the Southern Cape regional leadership and all the Oudtshoorn ANC councillors.
Marius Fransman; Songezo Mjongile; and Fezile Calana were present at the meeting.
O!O’s source has asked that the details of the meeting not yet be reported to allow the ANC an opportunity to act on instructions. As O!O granted the DA some 6 weeks to indicate action against its Eden Mayor, Wessie van der Westhuizen, the ANC request can hardly be denied.
O!O is able to report that the local ANC had a severe washing of the head and that specific instructions for change were issued.

In another development with far-reaching implications for Oudtshoorn, the SIU yesterday confirmed that it will present its findings on Oudtshoorn, for a promulgated period ended February 4 2011, to the Presidency by February 28.
The report will be accompanied by a recommendation of administration.
This recommendation is motivated by 96! arch files of strong evidence and may very well result in a second period of administration (the first was in 2007) for Oudtshoorn.
The SIU Report had been delayed for nearly a year and is now to be filed as a direct result of the indefatigable efforts of a single local civil leader – who will remain anonymous at this time – who insisted by telephone and email that the report be lodged expeditiously with the Presidency.
This adds to confirm O!O’s conviction that change is brought about not by parties or groups, but by individuals – YOUR effort will bring about change; not the “collective action” of some group. YOU do; YOU go!
There is now a very real chance, and a high probability, that Oudtshoorn will get some long overdue political intervention in a belated attempt to bring the town back from the brink of total collapse.
And it appears as if the ANC will take the action after the provincial DA government refused to involve itself, for party political reasons dressed in a cheap version of “three tier restraint”.
It must also be clearly understood that most all of the 96 arch files making up the SIU Report deal with mismanagement that occurred during the last DA council of Diane de Jager.
