Oudtshoorn. 20 August 2012. 06h00. Oudtshoorn is at a crossroads.
Oudtshoorn’s Executive Mayor is pointedly incapable of managing the town’s affairs. He is a political disaster, holding his own party, the ANC, random for the position of Mayor, an office he would never have attained was it not that he negotiated with the DA, before the Council was constituted after last year’s May 18 elections, to resign from the ANC and force a by-election in Ward 9, Dysselsdorp.
April is an embarrassment for the ANC and his continued tenure causes the ANC irreparable damage in Eden – damage, some ANC stalwarts believe, from which the party will never recover.
Thandekile Mnyimba is such an errant choice for Municipal Manager that the High Court found his appointment to be ab initio null and void – as if no contract ever existed.
Yet Mnyimba is (technically) still the legal MM as April and the Mayco lodged an appeal against the June 1 High Court verdict, effectively staying the verdict. I say “technically”, because the verdict is only stayed by the illegal refusal of April and Mnyimba to give effect to the June 26 Council Resolution 60.100/07.12, rescinding the decision, in consequence of a delegation, to appeal; and appointing Allen Paulse MM.

The ANC Caucus was traveling back from Cape Town last night, where it met with representatives of the PEC at 11h00. So fearful of victimisation and retribution were these poor people that nobody was prepared to discuss the meeting on the telephone. OO will only have a report during the course of today – and will publish it immediately.
Whatever transpired in Cape Town yesterday; and in Luthuli House on Friday, where representatives of the NEC met with the Regional and Provincial Secretaries, Putco Mapitiza and Songezo Mjongile, the ANC can effect the rule of law dictate that the MM is obliged to implement Council Resolutions by a mere telephone call.
The fact that no functionary of any structure within the ANC has made this phone call to Mnyimba, is irrefutable proof that the ANC is nothing but an anarchist mob of nihilist rogues, and makes a mockery of ANC pontification about “democracy” and “rule of law”.
OO rejects the ANC emphatically. The ANC has failed Oudtshoorn. The ANC has damaged Oudtshoorn. The ANC has well-nigh destroyed Oudtshoorn.
The DA, having already ruined Oudtshoorn under the unutterable mismanagement of the dogging Diane de Jager, has somehow conjured sufficient impertinence to criticise the ANC for consummating what the DA pioneered in 2007… and adjured the further arrogance to suggest that a second bite at the now rotten cherry will usher an efflorescence of blossoms.
Hand Oudtshoorn back to the DA!? Never!
OO rejects the DA emphatically. The DA has failed Oudtshoorn. The DA has damaged Oudtshoorn. The DA has initiated the destruction of Oudtshoorn.
This Tuesday last the DA Western Cape Minister of Economic Development, among other portfolios, was guest to the Oudtshoorn Business Chamber and horror-struck by the very dementia of even a veleity of consideration past to have teamed with the abominable Badih Chaaban that would have given the DA control of the Council in May last year.
The merits and demerits of such a deal, now nothing but a profligate memory, aside, it remains abundantly clear that the DA Leadership, unremittingly avowing that it can, as Provincial Government, do absolutely nothing to intervene in Oudtshoorn on behalf of its majority vote on May 18 last year, on the one hand disses Oudtshoorn to manage its own affairs; and on the other hand, arrogates to demand how Oudtshoorn should not manage its own affairs!
What codswallop! What falderal! What trumpery! How consummately Pee-Double-u-ish!
The DA Leadership’s claim that intervention is impossible is a bald-faced lie. At any time there are one or more municipalities under administration in South Africa. It is a difficult option, requiring skill, intelligence, energy, streetwise cunning, and old fashioned balls; but it can be done, but for the ineptitude, folly, lethargy, sciolism and old fashioned dastardliness of Helen Zille and her band of mediocre men arrogating as trailblazers.
I have said it often, and repeat it here without fear or favour: Chaaban could have been managed!
Like US President Lyndon Johnson said of the FBI Chief J. Edgar Hoover many decades ago, “I’d rather have that man inside the tent pissing out than outside the tent pissing in”.
But the DA would have had Jac Bekker “manage” Chaaban. And Bekker can’t manage a dog fight in a paper bag. The man’s embarrassing political management record in Eden is atrocious and risible.
So the DA decided to do nothing. The DA is great at doing nothing and claiming victory.
Take the justification for not acting contrived by that imago of management virtuosity, Anton Bredell, arrogating as Western Cape Minister of Local Government, when he claimed, in April this year, that service delivery in Oudtshoorn was not all bad, given the town’s ability to host the Absa KKNK… and consequently, he would have been unable to intevene – seeing as Oudtshoorn was not yet spiflicated.
Not too bad!?
For crying in a bucket, the people of Rose Valley do not even have services that can be badly delivered!
Again, the DA’s Pee-Double-u-ish underbelly is revealed: Service delivery is good, as long as an elite few have it!
OO rejects the DA Provincial Government emphatically. It has failed Oudtshoorn. It is damaging Oudtshoorn.
The DA Provincial Government is monitoring and overseeing the gang rape of Oudtshoorn and taking note. Thanks for absolutely nothing, Helen and Theuns and Anton.
Icosa… Led by a convicted child rapist, engaging his skill efficaciously in the ravishment of Kannaland, and holding Oudtshoorn down while Gordon April and his Mayco take turns.
The NPP… A pack of political has-beens scurrying for position in the most objectionable of circles, for lack of credibility and esteem, and in the business of selling the skins of their own mothers to construct drums by which their noisome presence may be forced upon the unsuspected.
An independent balance of power champion is demanded to arrest the rot; to stabilise; and to develop Oudtshoorn. Never again shall OO promote any action that may encourage the ANC; the DA; Icosa; the NPP; or any other party-political mob in Oudtshoorn.
