Oudtshoorn. 16 Januarie 2012. 09h00. OO was stillerig die afgelope dae omdat OO nie die konkelende kaderkornuite wou bedag maak op die omvang van OO se inligting oor huidige vergrype nie.

Maar vir drie dae lank het die amptenary gelieg en die een vrotsige verskoning na die ander opgemaak om inligting wat elke belastingbetaler en inwoner se reg is te probeer verskans.

OO het betroubare inligting dat administratiewe boewery Mpho Mogale se korstondige termyn gekenmerk het.

Mogale is glo R30,000 betaal in weerwil van ‘n raadsbesluit. Hoe dít moontlik was is ‘n vraag waaroor liefs nie gespekuleer moet word nie – die “meganismes” om só iets reg te kry is skrikwekkend. OO wag om inligting te bevestig en sal volledig oor hierdie saak, en die regstappe wat noodwendig sal volg, berig.

Mogale het ook R313,267.99 aan Avontuur en Genote betaal terwyl dié regsfirma die raad R622,640.39 skuld.

Daar was aanvanklik gerugte dat daar vroeër op ‘n verdagte manier met Avontuur geskik is, maar ‘n regskenner het aan OO gesê dat ‘n skikking onmoontlik is omdat die verskuldigde bedrag aan verskeie individuele belasting- en diensterekeninge toegewys moet word.

Die administrasie is steeds grafstil oor kwelpunte wat OO opgehaal het. Die nuwe munisipale bestuurder, Thandekile Mnyimba, het vroeg verlede week ‘n mediaverklaring oor die vraagstukke beloof. Al wat Mnyimba nog gesê het is dat hy staan vir “good governance and clean administration” – dié poedingtjie is egter nog nie gesmaak nie.

Intussen is daar laat verlede week op n burgemeesterskomitee besluit dat die kantoor van die uitvoerende burgemeester ‘n “Fire Revival”, die “Mighty Word Conference”, van 19-22 Januarie sal ondersteun. Advertensies vir dié “projek” lui: “In cooperation with the Office of the Executive Mayor Alderman Gordon April”. (sic)

Soos énige en élke politikus in die knyp wend April hom nou tot openbare godsdiens.

OO verneem dat geen betaling of donasie aan enige individu of organisasie gemaak sal word nie. Volgens die speaker is die doelstelling van die projek “to launch a attempt to unite the communities and create a platform for peace and harmony”. (sic)

As versoening die doelstelling is, sal daar ook Moslem- en tradisionele Afrika-insette wees? Gaan ook die voorvaders geëer word?

Die projek word aangebied deur “Evangelist Ranger Grebe – called by God for a time like this”.

Dis die einste Grebe, ook ‘n Oosterse gevegskunskenner, wat tydens April se inhuldiging verlede jaar die gehoor in die banketsaal verskreeu het en na ‘n paar probeerslae ‘n soort pseudo-kleipot op die houtvloer gebreek het om April se termyn te seën. April het 7 maande ná die toewyding in die hof verskyn op ‘n aanklag van diefstal van belastingbetalers se eiendom, en intimidasie.

Sal Grebe dié maal meer suksesvol wees?

Volgens die speaker is Grebe slegs een van die geestelikes wat by die projek sal optree, maar Grebe het vanoggend aan OO gesê dat hy die enigste spreker sal wees en dat die “sametrekking” (‘n Freudiaanse glips?) ‘n “Christelike revival” is. Dié konsep sal Grebe vanmiddag tydens ‘n onderhoud aan OO verduidelik.

Daar sal geen hekgelde betaal word nie en Grebe sê dat die geld “voorsien” word; hy weet nie van waar die geld kom nie.

Al wat Grebe kan sê is dat God hom geroep het om vir Oudtshoorn ‘n “teaching” te gee en dat hy ‘n opdrag van God gekry het om mense bymekaar te bring.

Hy het die opdrag baie skielik gekry, sê Grebe, en hy moet woel om alles gereël te kry. Die “worship team” ontmoet vanmiddag in die ouditorium van die nuwe raadskamers om voor te berei, want die 19de is op hande.

Byna soos al die klein profete van die Ou Testament, dus. Die Jesajas en die Jeremias, byvoorbeeld, het langer en groter invloed gehad…

Dié “projek” sit nie lekker met OO se skeptisisme nie. Dit trek vir OO so al op wyse woorde uit Matthéüs: “… julle maak die buitekant van die beker en die skottel skoon, maar binnekant is dit vol roof en onmatigheid… maak eers die binnekant van die beker en die skottel skoon, sodat ook die buitekant daarvan skoon kan word… gewitte grafte wat van buite wel fraai lyk, maar van binne vol doodsbene en allerhande onreinheid is.”

Daar sal op Oudtshoorn slegs vrede wees, en vooruitgang, wanneer korrupsie en wanadministrasie beëindig word. Die spanning op Oudtshoorn word op die holruggeryde politieke pakesel “Rassissme” gelaai, maar die spanning is bloot ‘n funksie van ‘n onkapabele en oneerlike administrasie.

Die “rassisme” is maar net ‘n funksie van mense wat skoene dra wat pas.

Wanneer daar van die Aprils en die Mogales en hulle kornuite ontslae geraak is, is daar hoop vir “versoening”. Versoening tussen bruin, wit en swart is inderdaad nodig – vir daardie massas wat reageer op wat hulle hoor ander sê. Maar die wáre versoening wat op Oudtshoorn nodig is, is ‘n baie eenvoudige resep: raadslede moet Oudtshoorn eerste stel en amptenare moet eerlik bestuur.

Glad nie moeilik nie.

Maar, sê evangelis Grebe, hier’s ‘n groot wonderwerk op pad.

Oudtshoorn het inderdaad wonderwerke nodig, en vir hierdie wonderwerk het die burgemeesterskomitee “50 tot 60 duisend rand goedgekeur vir klank, advertensies en bemarking”.

  1. The council may strictly not make any donations anymore, it should have an approved policy which would authorise such payments, which strictly complies with section 67 of the MFMA, it is also important to consider section 29 of the MFMA which reads as follows;

    Unforeseen and unavoidable expenditure

    29. (1) The mayor of a municipality may in emergency or other exceptional
    circumstances authorise unforeseeable and unavoidable expenditure for which no
    provision was made in an approved budget.
    (2) Any such expenditure—
    (a) must be in accordance with any framework that may be prescribed;
    (b) may not exceed a prescribed percentage of the approved annual budget;
    (c) must be reported by the mayor to the municipal council at its next meeting; and
    (d) must be appropriated in an adjustments budget.
    (3) If such adjustments budget is not passed within 60 days after the expenditure was
    incurred, the expenditure is unauthorised and section 32 applies.

    Section 32(2) of the MFMA determines as follows;

    32(2) A municipality must recover unauthorised, irregular or fruitless and wasteful
    expenditure from the person liable for that expenditure unless the expenditure—
    (a) in the case of unauthorised expenditure, is—
    (i) authorised in an adjustments budget; or
    (ii) certified by the municipal council, after investigation by a council
    committee, as irrecoverable and written off by the council;

    I am in serious doubt that our dysfunctional council has such a policy which complies with the legal prescripts of section 67 of the MFMA. The payment made is unauthorised and must be recovered from April or the MM or both. So let us wait and see what happens next?

  2. It is important to note that funds transferred to organisations and bodies outside government is regulated in terms of section 67 of the MFMA, which determines as follows;

    67. (1) Before transferring funds of the municipality to an organisation or body
    outside any sphere of government otherwise than in compliance with a commercial or
    other business transaction, the accounting officer must be satisfied that the organisation
    or body—
    (a) has the capacity and has agreed—
    (i) to comply with any agreement with the municipality;
    (ii) for the period of the agreement to comply with all reporting, financial
    management and auditing requirements as may be stipulated in the
    agreement;
    (iii) to report at least monthly to the accounting officer on actual expenditure
    against such transfer; and
    (iv) to submit its audited financial statements for its financial year to the
    accounting officer promptly;
    (b) implements effective, efficient and transparent financial management and
    internal control systems to guard against fraud, theft and financial mismanagement;
    and
    (c) has in respect of previous similar transfers complied with all the requirements
    of this section.
    (2) If there has been a failure by an organisation or body to comply with the
    requirements of subsection (1) in respect of a previous transfer, the municipality may
    despite subsection (1)(c) make a further transfer to that organisation or body provided
    that—
    (a) subsection (1)(a) and (b) is complied with; and
    (b) the relevant provincial treasury has approved the transfer.
    (3) The accounting officer must through contractual and other appropriate mechanisms
    enforce compliance with subsection (1).
    (4) Subsection (1)(a) does not apply to an organisation or body serving the poor or
    used by government as an agency to serve the poor, provided—
    (a) that the transfer does not exceed a prescribed limit; and
    (b) that the accounting officer—
    (i) takes all reasonable steps to ensure that the targeted beneficiaries receive
    the benefit of the transferred funds; and
    (ii) certifies to the Auditor-General that compliance by that organisation or
    body with subsection (1)(a) is uneconomical or unreasonable.

    So given the above it will be appreciated if Alderman Gordon April and the “new” Municipal Manager can inform the public in terms of what policy and legislative provision the payment to Mighty Word was made? As section 67 doesn’t allow for such payment?

  3. The DA’s Theuns Botha, Western Cape Leader; and Jac Bekker, DA MP for Oudtshoorn, have not responded to a question whether the DA approves of the Mayco funding for the Mighty Word Conference.

  4. @OO: Christianity was the principal ideological tool used in the subjugation and dispossession of black South Africans; the town councilors of Oudtshoorn are old enough to remember when the Christian justification of apartheid was the gospel preached in some churches in Oudtshoorn. According to your report above, the Executive Mayor has chosen to formally associate his public office with a sectarian religious agenda in order “to launch a attempt to unite the communities and create a platform for peace and harmony”. Having chosen to ignore the principle of separation of church and state and make this public association with his public office, the Mayor and the Speaker are now obligated to engage with the public on this decision. Accordingly, could you (on behalf of the public) ask the Mayor and the Speaker how, exactly, in the light of the three critical analysis below, they believe that a meeting intended to propogate sectarian religiosity can possibly achieve these ends.

  5. Evangelis Grebe, Oudtshoorrn het ‘n wonderwerk nodig en baie vinnig ook, maar dit is nie die gemeenskap waar die probleem is nie. As jy werklik ‘n omkeer op Oudtshoorn wil sien begin by die korrupte raadslede en amptenare wat die belastingbetaler jaarliks derduisende rande kos.Hoe onse evagelis versoening verwag as die ANC korrupsie, haatspraak en rassisme verkondig en die witmense verantwoordelik hou vir alles wat op Oudtshoorn verkeerd gaan gaan my verstand ten bowe. Klink eerder of daar weer ‘n haas iewers slaap. !!!!!!
