13h45. OO het hierdie sms om 13h38 aan die munisipale bestuurder, Thandekile Mnyimba gestuur, na aanleiding van sy mediaverklaring heronder:

Mr Mnyimba, if you stand for “good governance and ensuring clean administration” as your media release states, then please answer my questions!

12h15. Grafstil.

Die munisipale bestuurder, Thandekile Mnyimba, en die standerd vier-klong van Dysselsdorp – His Worship, Mr Sandman “ek is die eerste burger en ek maak nes ek wil” – is grafstil.

Verlede week het Mnyimba nog reaksie op navrae beloof: “I have no comment on questions raised. I’m still briefed on these matters. After consultation with relevant people and crafted a wayforward, I will release a statement.” (sic)

Nou reageer Mnyimba nie eens nie.

Hoe lank kan dit nou vat om jou bestuurders te vra wat aangaan!? Maar nou ja, Mnyimba hét vrotlaaste gekom in die evaluasietoetse vir munisipale bestuurder.

OO wil ‘n klomp goed weet!

1. Wat het geword van Gordon April se aansoek dat die raad sy regskoste in die diefstalsaak teen hom betaal?

2. Is Hardy Mills aangestel as die raad se regsverteenwoordiger? (Verskeie vrae rondom Mills en sy praktyke is onbeantwoord.)

3. Wat gaan die raad doen oor April se skuld aan die Kango Bergoord?

4. Wat is die raad se houding oor die diefstalsaak teen April?

5. Hoe verduidelik die raad die gebrekkige infrastruktuur-onderhoud, soos die potgate en verlede week se kragonderbreking aandui?

6. Hoe vorder die dissiplinêre saak teen die direkteur gemeenskapsdienste, Walter Hendricks? Hendricks is reeds ‘n maand met volle salaris geskors en elke dag wat verbygaan kos belastingbetalersgeld!

7. Gaan die raad Allen Paulse se hooggeregshofaansoek om bepaalde aanstellings tersyde te stel, teenstaan? Die stukke word vandag op die raad en betrokke partye bedien.

8. Hoekom het die raad in Desember meer as R300,000 aan Avontuur en Genote betaal terwyl die SOE bevind het dat Avontuur en Genote die munisipaliteit meer as R600,000 skuld?

9. Het die raad Mpho Mogale ‘n salaris betaal?

Aai dhônt nou” is onaanvaarbaar; stilte is onaanvaarbaar.

NEW MUNICIPAL MANAGER’S FOCUS FOR THE GREATER OUDTSHOORN

Good governance and ensuring clean administration are the two key areas the newly appointed Municipal Manager of the Oudtshoorn Municipal Council, Mr. Thandekile Mnyimba will focus on to improve service delivery, as he takes reigns.
The former municipal manager of Ikwezi Municipality incorporating Jansenville, Waterford, Klipplaat and Wolwefontein in the Eastern Cape has started with the process of familiarising himself with the state of affairs of the municipality: “I am currently going through reports, council resolutions, strategic documents, interviews with staff members and urgent matters on my desk,” Mr. Mnyimba says.

Mnyimba adds: “One of the first things council is going to do urgently is to craft a municipal turnaround strategy that will also include a Financial Recovery Plan. These documents must illustrate, amongst others, our commitment to improved communication with all our stakeholders.”

“It is critical that we set up structures of good governance and instil discipline within the municipality. The Speaker will ensure that all councillors adhere to the code of conduct for councillors and I will ensure that all staff members sign and adhere to the code of conduct for staff members.”

Appointed alongside Mnyimba are three directors; Mr. Francois Human of Corporate Services who commenced with his duties in December last year, Ms. Zukiswa Ntile of Technical Services and the chief financial officer, Mr. Deon Lott. Ntile and Lott will commence with their duties in February 01, 2012. These appointments were approved by Council in its ordinary council meeting on December 01, 2011.

The new appointees replace an existing vacancy in the technical services directorate of a retired official and those of three senior managers that the municipality parted ways with in September this year the municipal manager, corporate services and finance directorates.

“I believe that with the strong team of senior managers alongside me and Council will join hands with the community of the Greater Oudtshoorn and all municipal stakeholders taking this beautiful town forward.”

Mnyimba who originally hails from Uitenhage, is married to Lindelwa and is blessed with two boys aged 11 and 5.

  1. @JackRussell: “It is crazy to expect poor people to traipse all across town to a hospital on the other side of town. The only instances who benefit are the taxis”. On this point we are in agreement; the suggestion that ‘new communities’ be developed within the urban core is not motivated by an intention to dilute the white pretty world of bourgeois neighbourhoods, but rather to maximise access to existing infrastructure and harness for all residents of the town the many benefits of planned urban densification.
    Where we do not agree is on the cost: there is a basic cost to providing services to new residential developments irrespective of whether they are in ‘town’ or in Riemvasmaak – but if the ‘new’ developments are on the periphery of an urban sprawl then there is going to be an additional, and very substantial, cost of access roads and the duplication of service infrastructure, when such already exist with adequate capacity to serve the whole town.
    It is likely that social movements are going to form around issues facing the ‘Riemvasmaakers’ who may simply informally occupy vacant urban space. While such occupations would be politically legitimate, the informal nature of ‘squatting’ perpetuates many of the inequalities facing the disadvantaged; it would in every way be preferable if the initiative came first from local government who could procure the land and manage the process to maximise the substantial potential benefits for the town.

    Your suggestion that homeless be housed on sportsfields and other land in and around cbd is falacious and mischievous.
    Far less expensive and more appropriate would be to erect amenities such as clinics and emergency medical aid facilities closer to where the need is. This has been long been overlooked by present and past administrations. It is crazy to expext poor people to traipse all across town to a hospital on the other side of town.The only instances who benifit ate the taxis.
    The ANC have started the Riemvasmaak and other developements. That process can never be reversed.Now they should work hard to let the necessary infrastructural development catch up.With their cart before horse system they got their votes. To keep those votes, it is up to them to make the new townships liveable. Spending less money on poor appointments and unfounded suspensions etc would go a long way toward such a goal. The wastages spent on fat cat eneffectual and corrupt cadres will come to haunt the rayban set.
    Mrs Pelham’s screaming about human rights abuse is as opportunistic as the ANC toilet furore.The community will pay attention to her ineffectual yelps when she rolls up her sleves and gets stuck in to some real comminity work

  3. Comrade, die probleem is dat die fondse wat die mense moet help, word vermors deur die cayders comrade’s. Dis maklik dan om te se “verhoog die belasting” ver al as jy nie belasting hoef te betaal nie, maar huise verkoop nie meer nie en belasting is mark verwant. Ons dis nou ek en ander belasting betalers betaal die selarise van die munisiepale amtenare, nie die opergesagde in die kaap nie. Ons wil antwoorde he, ons wil verantwooring he, die raadslede en stads bestuur is aanspreuklik vir wat hul doen en aanspreuklik tot ons.

  4. Comrade jy sien net kleur ( wit ) en niks anders. Het jy al ooit gedink dat daar onder alle rasse wat swart en bruin insluit verskillende klasse mense met verskillende behoeftes. Het jy al gesien dat daar gegoede bruin en swart mense is wat ook in gegoede areas bly ( sogenaamde wit areas) wat nie belangstel dat daar laekoste behuising langs of naby ons gebou word nie. Comrade gun jy nie ons mense wat ook gelei het onder verdrukking om beter huise in goeie woonbuurte te hê nie. Elke mens wit, swart en bruin het die behoefte om ons kinders in beter omstandighede groot te maak.

  5. Lizanne you will be shocked by the inhuman treatment that farm workers suffer on the farms surrounding our town. The human rights abuses on our farms continues unabated and it is surprising that verligtes like yourself dont speak about this. The evil dopstelsel and the FAS that goes with it is still prevelant on many farms in our area. Poor people are evicted without following due process and gross human rights violations like denying farm dwellers access to basic amenities occur regularly. Surely as a caring society we are compelled to look into these issues with the same vigour.

  6. Comment there has been constant opposition to integration of communities. Keep on dreaming if you dream about low cost housing in our affluent white areas. The arab spring will be all over us. They will loose their absolute voter majority in these predominantly white wards if we build low cost housing amongst them. We dont want civil war so let us keep the peace and let us not reverse the legacy of apartheid era forced removals.

  7. Hier kom ‘n ding, ja, hier kom ‘n ding! Dit blyk dat die Non Keng Begrafnisondernemer ook nog ‘n stuiwer in die armbeurs moet gooi voordat Thandekiletjie ‘n besluit kan maak. Dit moet vir die arme man sake ernstig bemoeilik! Tydens die toets en onderhoud het die uitslae reeds duidelik geblyk hy nie maklik besluite maak nie – en toe was Fransman, April, Mogale en al die ander stemme nog nie daar om die gedagtes af te lei nie. Hoe moet dit dan nou anders verwag word met al die eksterne rolspelers wat meeding om hul sin in die besluite van Mnyimba te kry? Hoekom is so ‘n besluitelose man aangestel? Natuurlik om dit makliker is om hom te manipuleer!

In this instance Ms Pelham has a valid point (see above): if it is true that human rights violations are taking place in informal settlements outside town then they must be addressed as a matter of urgency: the Human Rights Commission is one route, but one would hope for a more rapid intervention from the Town Council and the Municipal administration. Most particularly as it is the ANC who gave South Africa its first Bill of Rghts and entrenched a human rights culture one hopes that the Oudtshoorn ANC will attend to this matter urgently.
    It needs to be very clear that the constant expansion of town away from the core infrastructure nodes is totally unacceptable at both developmental and political levels: people need to be near retail, administrative, educational, police and hospital facilities – none of which are located on the road to De Rust. There is ample land in town which can be allocated to low-cost and informal housing: in addition to school sportsfields (no, school sport is not more important than the housing needs of the poor) there is land in private ownership such as opposite the Anglican Church in Baron van Rheede Street and the so-called ‘golf course’ between Church and Van Der Riet Streets which should be expropriated at rateable value and made available for housing projects. The SANDF could also very realistically be approached to release land on the urban border adjacent to the military camp for housing – it is likely that both the Ministers of Education and Defence would be very amenable to such approaches. One trusts that as elections approach and competition for votes accelerates this issue will enjoy the attention of the ANC in Oudtshoorn.

  9. Mnyimba en April se probleem is dat hulle nie net persverklarings kan uitreik sonder dat dit nie goedgekeur is deur Maruis Fransman nie. Eintlik word Oudtshoorn bestuur deur Maruis Fransman en is Mnyimba en April net die poppe wat die opdragte moet uitvoer.

  11. Mnyimba, we are tired of “soft-soap” responses – get real and tackle the issues addressed to you as the Town Manager!

    We don’t want “PC” responses or ANC claptrap, and are not really interested in your background or family tree – those “niceties” will be earned later when you have endeared yourself to the residents and ratepayers of Oudtshoorn as A MANAGER!

    The last Manager spewed religion as the basis and “authority” for his management style, so try and do something more practical – we are not fools!

    PS – We pay your salary and you are a public servant!

    Where do they think the money is going to come from once the fast diminishing reserves are depleted?

  15. Mr Mnyimba please respond on questions 1-9, raised above, don’t try to avoid the questions raised, the residents of Oudtshoorn would like to get answers on these issues. You are the Accounting Officer please take responsibility and give us answers without delay. You are now in Oudtshoorn and we don’t want to hear what happened at Ikwezi Municipality, this is something of the past, face the realities of Oudtshoorn. WHAT STEPS WILL BE TAKEN TO SHAKE THINGS UP AT OUDTSHOORN MUNICIPALITY, TIME IS RUNNING OUT FOR THIS TOWN.

  16. Ons kan uitsien na intressante vergaderings en kommunikasie tussen Mnr “Sandman” (Die Agbare Burgermeester) se std 4 Afrikaans en Thandekile Mnyhimba se Uitehage British English (BA Degree).
    90% van die Oudtshoorn, De Rust en Dysselsdorp se inwoners is Afrikaans, maar die Munisipaliteit se “press release” is in Engels. Dalk is dit bedoel vir die ANC Head Quaters by Luthuli huis. Hoeveel plaaslike mense gaan hulle beindruk en bereik ?

    Totaal uit voeling met die gemeenskap…….

  17. In regards to the Informal Settlement growling at an alarming rate on the outskirts of Oudtshoorn. Human Right Violations are occuring there on a daily rate, has anyone considered contacting the Human Rights Commision to report the ANC destabilising strategy utilising vulnerable people to feed their campaign of maladministration and corruption

  19. Het mens dan ‘n hoër graad as standerd vier nodig om die munisipaliteit en Oudtshoorn verder te sink of om boumateriaal gratis te kry

  20. En dan sukkel die welsyn-instansies om afslag te kry op hemelhoe elektriese rekninge sodat hulle hul inwoners beter kos kan gee; die hele munisipaliteit stink en is vrot van binne.
